How it checks, and its limits.

The pack is ready only when an NDA is signed, data handling and change control are agreed, and there is at least one acceptance criterion, each with a test.
- 02
Each criterion names who tests it: the agency, the partner or both.

Once an arrangement after handover is entered, the pack also needs a support commitment: a side that owns it, a named owner, what is agreed, and agreed in writing. Other arrangements with a gap are listed as open and do not stop the start.
As the tool is built todayThe verdict turns on the NDA, data handling, change control and the acceptance criteria: at least one, each with a test. A criterion without a test stops “Ready”. So does a missing support commitment, once any arrangement after handover is entered. The three parts of the room are equal: the tool ranks none above another.
What it cannot tell you
