Is Article 4 in force?
Yes. It has applied since February 2025, and the Digital Omnibus on AI (Regulation (EU) 2026/1744) rewrote it from 27 July 2026 as a duty to take measures that support AI literacy, with no required level for any individual. Check your own legal position with counsel.
