How it counts, and its limits.

An objective is fully specified when it has a measure, a target, an owner and a next review date.
- 02
Targets without a number or date are flagged, because they cannot be reviewed.
- 03
The plan outline groups objectives under their priorities and adds a standard review cadence.
- 04
A delivery wave is whole when it names an owner, what it depends on and what must be shown before it is accepted. A placeholder such as “TBC” is not an owner.
- 05
A wave’s date is an assumption until the evidence and capacity behind it are named. Nothing else makes it a plan: not an owner, a status, a title or the date itself. Waves that fall on the same day are named as one rollout.

The waves stand beside the scorecard and change none of its figures.
What it cannot tell you
- It structures a plan; it does not test whether the strategy is right.
- Baselines and targets are taken as you enter them.
- A plan needs consultation and board approval; this is a working draft.
- It prints the evidence and capacity you name behind a date and does not check them. “Planned” means planned on what you named, nothing more.
- It does not read a dependency: it cannot tell whether an earlier wave was accepted.
